Arthur Dalton Moyer was born on November 1, 1895 in the Town of Luray, located in Page County, Virginia. He was the son of Macon Lee and Fannie Ellen Bradley Moyer. Macon Lee was one of nine sons born to Joseph and Susan Freeze Moyer. His brothers were William T., John, Thomas, Washington, Melton, Benjamin, Doctor and Stephen Moyer. Fannie Ellen Bradley had one brother, Charles, and four sisters; Lelia, Bertie, Minnie and Flora. These five girls and one boy were the children of Frank and Lucy Modisette Bradley. Lucy had two brothers, Staige and Morgan Modisette, and lived to the ripe old age of 92, passing away in 1932.

Arthur was one of eleven children. His brothers were: Vincient, Hassell, Frank, Edward, Linwood, Fred and Charles Robert. His sisters were: Minnie, Bernice and Venda. Arthur also had three half brothers: Amos, Ernest and Carl Moyer.
